Abstract:
In order to improve the efficiency of land consolidation fund, and to optimize the allocation plans related to the new construction land compensation fee, and to improve the expected effect of land consolidation, the dynamic changes of capital investments and beneficial output about land consolidation are synthetically considered in this paper. Based on window analysis method, which resulted from data envelopment analysis, the question can be transformed into the problem of input-output efficiency at comparable scales. Then an evaluation system is established to realize the evaluation about the input-output efficiency of new construction land compensation fee. The results of the study showed that, the distribution target of new construction land compensation fee has a great influence on the input-output efficiency of land consolidation, and the input-output efficiency arranges from high to low as follows: the comprehensive efficiency goals, land use efficiency targets, and cultivated land protection objective, resource allocation and fair target. Besides,in addition to the efficiency of resource allocation and fair target is lower than the reality, the other three targets of allocative efficiency were higher than the reality.
