<正>林农小额贷款不仅存在一般的小额贷款的单位成本高、现金流难以跟踪问题，还存在营林活动周期长、风险高的特点。笔者在福建林改实践的基础上，针对林农小额贷款周期短的不足，引入体系完整的林业科技推广与服务机构，利用其低成本的科技服务与跟踪林农经营活动，降低营林活动整体风险，提高林农小额长期贷款的可能性，推动林权改革的深入及林业产业的发展。

According to the characteristics of Jiangsu’s wood processing industry, this paper confirms the input and output factors of wood processing enterprises, and establishes Cobb-Dauglas model using 32 stylebook data, which is from the leading enterprises located in Jiangsu’s poplar property regions. In succession, the assessment on the scale efficiency of wood processing industry in Jiangsu province was given.
