摘要: <正>退耕还林工程核查和评价是国家林业局自2002年开始实施的全国营造林实绩综合核查工作的一项重要内容,核查和评价工作为决策全国退耕还林S-程相关政策提供了丰富的基础材料和科学建议,有效地促进了32程的长远发展。怛是由于退耕还林工程具有长期性、复杂性等特点,目前采用的核查结果评价系统对工程人工造林的主特性评价不具体,其核查结果不能全面、有效地反映S-程建设成效。笔者通过总结几年来的卟业核查和全国数据汇总实践经验,在全面分析当前S-程评价系统存在问题的基础上,提出了新的核查评价指标,进一步丰富和完善了退耕还林S-程核查结果评价系统。同时利用黑龙江省核查结果对新、旧两套评价系统进行了对比分析与验证,并分析了新评价系统的有效性、可操作性。

Abstract: The assessment index system for ecological benefit of public welfare forest in Shanghai was firstly established using AHP method. The index system was defined as total objective layer, criterion layer consisted of seven items, and index layer composed of thirty indexes. The weights of the ecological functions such as rnicroclimate improvement, air purification, wind prevention and noise reduction, were obviously higher than other ecological functions. They were 0.24, 0.2 and 0. 19 respectively the result were consistent with high industrialization and future development goal of Shanghai. It also had an effect on guiding the construction of public welfare forest in Shanghai.
