基于投入产出的区域主导产业污染负荷核算

Calculation of pollution load from regional leading industry based on input output relationship

摘要: 作为规划环评主要内容的区域主导产业污染负荷核算,不仅包含主导产业本身所引起的直接污染,还应包含由于相关产业的集聚效应产生的间接污染。以经济投入产出关系和行业污染物排放量等经济与环境统计量为基础,设计出一套间接污染负荷核算方法。依据这一核算方法,对2007年全国38个工业行业的直接、间接和总污染负荷状况进行核算与排序。以行业污染总负荷为依据,对2007至2009年3年间全国增长最快的10个工业行业进行评价,结果显示2007、2008、2009年属于相对高污染型的行业分别有6、7和3个。

Abstract: In the planning environmental impact assessment area, they are still lack of effective methods on assessing the environmental impacts of regional leading industry and its dynamic agglomeration effect. Effective assessment was made for the direct and indirect environmental impact load during the course of leading industry development. It may be obtianed by combination of the relation in the inputoutput table with industry pollution intensity. In this paper, the direct, indirect and total pollution intensities among 38 industries were calculated and lined in sequence. According to the total pollution intensity, the 10 fastestgrowing industries in 2007, 2008, 2009 were evaluated. The results showed that in the three years the number of highpollution industries was up to 6, 7 and 3 units respectively.
