对江苏平原地区集体林权制度改革进程进行分析，发现林农和基层组织的改革意愿不太强烈，笔者探究了其中存在的一些主客观原因。从林地、林权和农民阶层碎片化现实，以及林业的比较效益，城市化进程，森林分类区划、区域林业定位等角度进行了剖析，认为只有采取相应的制度，提高集体林权的产权量化、分配并合理地进行产权流转，从根本上解决林权碎片化带来的产权分配失衡问题，才能有效地保护集体成员的利益，实现农户增收、集体资本增值的目的，从而解决平原地区集体林权制度改革中的一些难题。

After analyzing the process of the collective forest rights reformation in plain areas in Jiangsu province. It was found that the reforming willingness of the farmers and related organizations is not really intense. On the basis of investigation and research, some subjective and objective causes oriented. We analyzed the reasons from the views of forest land, forest rights, peasant class fragmentation,compared benefit of forestry, the urbanization level,classified forest management and position of regional forestry. Thought that only though adopting corresponding system rules and regulations, enhancing the property right quantification of the collective ownership of forests, carrying on the assignment and the reasonable property right circulation. We can fundamentally solve the unbalanced property right assignment problem, which the ownership of forests fragment brings. The collective member’s benefit can be protected effectively and the goal of peasant household’s to additionally income. We can protect effectively and realize the goal of peasant household to additionally receive, the collective capital appreciation. The difficulties on collective forestry property rights system reform in plain areas in Jiangsu province will be solved.
