<正>回顾长江水患的历史，反思’９８长江特大洪灾。论述了治山与治水的辩证关系，分析了科教兴林、科技治山的支撑作用，认为“林水结合，标本兼治”是防洪减灾、综合治理长江水患的必然选择。并结合长江流域林情、水情和环境特点，提出了保护、发展森林植被，合理利用水土资源等防治水患、实现国土安全的具体措施。

Looking back on the flooding history in Changjiang River valley and considering the worst inundation in 1998, the paper expounds the relation between mountain area management and flood prevention by water control and discusses the supporting action of scientific technology in forest development and natural calamity prevention. It is considered that combining forest with engineering measures and taking both radical and stopgap measures are the inevitable selection to efficiently prevent and comprehensively hamess the flood calamity in Changjiang River valley. Some particular measures are put forward in the paper so as to prevent inundation and achieve soil territory security of our country.
