Abstract: In accordance with the natural characteristics of saline and alkaline land in Yellow River delta, the paper incorporates both positive and negative experiences and lessons of agricultural development in this region since 1949 and proposes a strategic concept which includes improving the soil comprehensively, adjusting the planting composition, developing the agriculture, forestry and husbandry synthetically. Such a concept is based on the stable, efficient agriculture and forestry ecological system and sustainable development of social economy.
