摘要： <正>启东市是一座新兴县级城市，绿化基础薄弱。绿地系统规划紧紧围绕城市特点，结合当地实际，强调“精品”意识，突出“高起点、高标准”，并找准突破口，从而为创建园林城市打下了良好基础。

Abstract: Qidong is a developing city, the forestation is instable. The green-system plan enclosed the city’s character firmly, united the city’s fact, stressed the elite consciousness, standed out high-jumping- off、highcriterion, and sought the breakthough well, Consequently, made a good groundwork for establishing garden city.
