摘要: <正>为了提高径流总量计算精度,用积分公式法计算径流总量。将水文过程线按10 min间隔分段,在流量计算过程中,根据水位在各个时段和时间的线性函数关系,把流量系数-水位的函数关系转变成流量系数-时间的函数关系,从而对流量系数进行各时间段的定积分,同时用传统的瞬时流量系数法计算各个时段的径流量,并汇总各个径流事件的日、月和年径流量。结果表明:按照2000年5个观测点的资料,以积分公式法计算的各个观测点年径流量比瞬时流量系数法计算的结果精度提高8.7%~17.1%。

Abstract: Assessing on the Project of Conversion of Cropland to Forest is one of the most important part of work to national comprehensive aecessment on afforestation. It has been carried out since 2002by State Forestry Administration. The work provide significant basic information needed for government decision-making and expedit the development of the program in the long run. Because of the long-lasting nature and complexity of the project of conversion of cropland to forest,the currently taken evaluation system to the inspection couldnl generate precise resuhs,which couldnl reflect the project construction efficiency comprehensively and effectively. In this paper, the shortcomings of the iudicators and criteria applied to evaluate the outcomes of the state financed sloping cropland reforestation project initiated in 2002are summarized. To better serve the purpose of monitodng and evaluating the ongoing project, and based on the experience gained fi’om past field investigations, the author worked out new indicators and criteria, which, in the case of Heilongjiang province, It was shown that new indicators and criteria were more objective, more efficient and areaspecific in evaluating and quality control of the Project of Conversion of Cropland to Forest than the old one.
