我国森林生态效率测算及时空演变分析

摘要:

【目的】测算了森林生态效率,分析其时空演变规律,为维护森林生态系统健康及拟定区域“碳达峰、碳中和”实现方案提供参考。【方法】基于数据包络分析(Data Envelopment Analysis,DEA)的BCC模型和Global Malmquist模型,从时间和空间二维视角,对2009—2018年全国31个省级行政区(未包含港澳台地区)森林生态效率的动态变化进行测度。【结果】观测期内我国森林生态效率非DEA有效省份显著多于DEA有效省份,全国整体纯技术效率较高,但存在投入冗余与产出不足问题,区域规模效率出现下降趋势;技术效率变化指数与技术进步指数变动态势相反,造成森林生态效率的Global Malmquist指数波动幅度较大;较高、高森林生态效率地区由东北、西南地区向中西部地区扩展演化。【结论】我国森林生态效率总体呈上升趋势,综合效率水平不高但纯技术效率较高;多数省份处于效率改善阶段,省域森林生态效率差异较大但呈现逐步均衡化倾向。

Abstract:

【Objective】 The ecological efficiency of forest is calculated to analyze its temporal and spatial evolution law, so as to provide a decision-making reference for maintaining the health of the forest ecosystem and formulating a regional “Carbon Peak and Carbon Neutral” implementation plan. 【Method】 Based on the BCC model of data envelopment analysis, combined with the Global Malmquist model, the dynamic change of forest eco-efficiency in 31 provinial level adminis trative units (excluding Hong Kong, Macao and Taiwan) from 2009 to 2018 was measured from the two-dimensional perspective of time and space. 【Result】 During the observation period, the forest ecological efficiency of non-DEA effective provinces in China was significantly higher than DEA-effective provinces. The overall pure technical efficiency of the country was high, but there were problems of input redundancy and insufficient output, and the regional scale efficiency had shown a downward trend. The trend of the technological efficiency change index was opposite to that of the technological progress index, which caused the Global Malmquist index of forest ecological efficiency to fluctuate greatly. The areas with high forest eco-efficiency have expanded and evolved from the northeast and southwest regions to the central and western regions. 【Conclusion】 The overall forest ecological efficiency in China is on the rise; the technical efficiency level is low but the pure technical efficiency is high. Most provinces are in the stage of efficiency improvement; thus, the forest ecological efficiency varies greatly in the provinces but presents a trend of gradual equalization.
