<正>我国整体生态环境仍在继续恶化，形势越来越严峻。它严重制约我国经济建设，威胁中华民族的生存和发展。下大决心全面整治国土，加大全方位保护、治理和改善我国生态环境的力度已经刻不容缓。应该重新调整我国２１世纪发展的战略思想，把生态环境建设摆到与经济建设同等重要的位置上。将生态环境建设和经济建设一道作为国家各级政府工作的中心任务来抓。加强生态环境建设，除了切实控制环境不被继续污染、有效遏制生态环境进一步恶化外，更要集中精力积极治理、改善和优化生态环境。治理改善生态环境要特别注重森林的巨大生态效益。建议将国家环保总局、国家林业局、水利部的水土保持司以及其它相关部门合并成立生态环境保护建设部。

The holistic environment in China is worsening unceasingly and the situation becomes more and more austere. It badly restricts Chinese economy construction and menaces the existence and development of our Chinese nation. It brooks no delay to strengthen the protection and improvement of the environment in China roundly. We should readjust the strategy of Chinese development in the 21th century and put the environment construction in the same important position as the economy construction. Both environment construction and economy construction, rather than economy construction alone, ought to be the focus of the work by Chinese government. Great attention should be paid to the serious ecological effects by harnessing and improving environment.
