Abstract

In order to establish a favourable circulation of forestry in china, we must follow the policy of "Taking silviculture as the foundation with ecology as the leading factor". To achieve this aim, we should adopt the following measures:1 . Launch a large scale campaign of afforestation to establish the artificial forest-ecosystems and increase forest resources. Afforestation should be undertaken by the state, local authorities, the collective and the individual respectively, and by the individual in particular. Large areas of commercial and economic forests, shelterbelts, fuel-wood forests and other forests should be built.2 . Do a better and more effective job in restoration and construction of existing forest base areas. Reduce the annual yield to make the existing forests have a chance for rehabilitation. Reforestation should be carried out in time after exploitation.3 . Supply timber by various means to meet the needs of the national construction:(1)Accelerate the development and construction of new forest areas. (2)Practice reasonable thinning in young and mid-aged forests. (3)Make full use of the leftovers from felling, processing, and manufacturing. (4)Increase forest side-line products for exportation and import some timbers from abroad.(5)Practise strict economy in the utilization of timbers.4 . Do a good job of forest planning and designing, and bring about scientific management in forestry. Forestry work should be carried on according to the Forest Management Plan.
