Assessing on the Project of Conversion of Cropland to Forest is one of the most important part of work to national comprehensive aecessment on afforestation. It has been carried out since 2002by State Forestry Administration. The work provide significant basic information needed for government decision-making and expedit the development of the program in the long run. Because of the long-lasting nature and complexity of the project of conversion of cropland to forest,the currently taken evaluation system to the inspection couldnl generate precise resuhs,which couldnl reflect the project construction efficiency comprehensively and effectively. In this paper, the shortcomings of the iudicators and criteria applied to evaluate the outcomes of the state financed sloping cropland reforestation project initiated in 2002are summarized. To better serve the purpose of monitodng and evaluating the ongoing project, and based on the experience gained fi’om past field investigations, the author worked out new indicators and criteria, which, in the case of Heilongjiang province, It was shown that new indicators and criteria were more objective, more efficient and areaspecific in evaluating and quality control of the Project of Conversion of Cropland to Forest than the old one.
