Abstract: It is an important strategic decision to develop pulp and paper-marking industry in forestry. Under the prerequisites of adapting the industrialization process in our country and meeting the structured requirement of forestry development that comes from the general trend of the structure of industrial production, this decision , based on the resources distribution effeciency and the comparative ecom-nomic proponderance, is the optimum for social, economic and ecological efficiency. This decision will also have the profound and lasting effeciency for adjusting forestry industrial structure and forestry product structure; maintaining a proper ballance in the relationship between growing modern forestry and traditional forestry; keeping a proper ballance in the relationship between developing resources and proceeding utilization; taking account of construction in a short-term and the development objectives in a long-term, and changing the fact that the wood pulp has depended on import for a long time.
