THE HIERARCHY ANALYSIS OF INTEGRATED MANAGEMENT/CONTROL SYSTEM FOR PULP AND PAPER MILLS

Abstract: More researches have been done on productive technology and engineering control than management and operation for pulp and paper mills in China. And many mills lay greater stress on immediate economic benefit than on long-term competitive power and resistant ability against risk, lacking strategic insight. Those are a part of the main reasons for the depression of Chinese mills. Therefore, it is of great significance to study integrated management/control system (IMCS) for pulp and paper mills, and to study its structure of different hierarchies from strategic to tactical decision-making, and from operational management to productive control. Therefore, this paper studies multi-objective and multi-hierarchy structure of IMCS for pulp and paper mills on the principle of AHP. And the structures of internal vertival composition and horizontal interrelation in a hierarchy of strategic and tactical decision-making, operational management, productive control are analysed one by one. Then, the interrelationships between different hierarchies are also analysed. Thus the theoretical framework and the mechanism of IMCS for mills are proposed. The outcome of this paper is also valuable for reference of other enterprices’ IMCS.
