The urban traffic problems are summarized on the basis of present urban traffic situation, with the analysis of urban automobile traffic,especially the traffic characteristic of cars. The counter- measures of controlling and developing the amount of existing automobile and developing moderately the urban automobile traffic are put forward according to the utilizing degree of mixed urban distribu- tion structure and land.
