After the collective forestry property rights system in Fujian was adjusted, the functions of forestry production and the ecosystem construction became great in the state-owned forest farm of collective forest district. Sanming state-owned forest farm in Fujian was chosen as an example in this study. The potential problems were analyzed in the state-owned forest farm development. The scientific definition of the state-owned forest farm type was put forward. At the same time, this paper provided some measures, e.g., strengthening the nation investment, adjusting the distribution policy of the state-owned forest farm, etc., to realize a well balance of the multi-value mode in the value orientation of the policy.
