Abstract: This paper indicated that the total amount of fiscal input in Green Jiangsu construction, and its input structure was unreasonable even though the fiscal input increased year by year. In this context, this paper proposed that the fiscal input in forestry should comply with the principle of “classifying, grading, giving prominence to key areas and inputting according to needs”. The range of fiscal inputs in forestry should be clearly defined and its input structure should be optimized so as to maximize the effectiveness of limited funds. And various financing channels, such as bidding and auctioning, lease operation, tender contract and share cooperative, etc. should be adopted to guide the social capital into forestry.
