The conception of "Minimum Evaluated Bid Price Method" and the bid evaluation procedure were introduced. The advantage and disadvantage was analyzed. Some suggestions for improving the application of "Minimum Evaluated Bid Price Method" in state road were put forward based on the practice of the bidding activities in highway construction projects. It was proved that "Minimum Evaluated Bid Price Method" was worth spreading while some measures to reduce corresponding risks should be adopted.
