Abstract: After analyzing the process of the collective forest rights reformation in plain areas in Jiangsu province. It was found that the reforming willingness of the farmers and related organizations is not really intense. On the basis of investigation and research, some subjective and objective causes oriented. We analyzed the reasons from the views of forest land, forest rights, peasant class fragmentation,compared benefit of forestry, the urbanization level,classified forest management and position of regional forestry. Thought that only though adopting corresponding system rules and regulations, enhancing the property right quantification of the collective ownership of forests, carrying on the assignment and the reasonable property right circulation. We can fundamentally solve the unbalanced property right assignment problem, which the ownership of forests fragment brings. The collective member’s benefit can be protected effectively and the goal of peasant household’s to additionally income. We can protect effectively and realize the goal of peasant household to additionally receive, the collective capital appreciation. The difficulties on collective forestry property rights system reform in plain areas in Jiangsu province will be solved.
